Section 2: The “More Perfect” Project Plan to Amend the Constitution

To achieve the necessary Legislator votes to amend the United States Constitution the “More Perfect” Project Plan is to secure a ‘Pledge’ from sufficient Legislators to support, pass and ratify the proposed amendment. The method to amend the United States Constitution is found in Article V:

“The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, ….. which ….. shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several States”

Legislators and Legislator Candidates are to be persuaded to take the ‘Pledge’ by the many millions of voters who go to the “More Perfect” Project website and register their support for the amendment. Each voter’s support will be reaffirmed on a monthly basis by a recurring $2 donation, used to fund the “More Perfect” Project’s activities and website. Each voter will need to indicate their ability and intention to vote for a candidate who takes the ‘pledge’, and provide their zip code or legislative district. Data from the “More Perfect” Project website is meant to encourage every Legislator and every potential candidate for Federal and State Legislature to take the ‘Pledge’. With enough voter support, a sufficient number of Legislators who do not take the ‘Pledge’ will be replaced by Legislators who do take the ‘Pledge’. In the end, it is up to voters to elect Legislators to amend the United States Constitution.

Legislator and Legislator Candidate ‘Pledge’

I Pledge that as a State or Federal Legislator, I will support and vote for the passage of the following amendment to the United States Constitution:

‘Notwithstanding the words “the right of the people to keep and bear Arms, shall not be infringed” in Amendment II of the United States Constitution; Notwithstanding the Power of Congress to regulate Commerce in Article I, Section 8 of the United States Constitution; The States and the District of Columbia may regulate the ownership, uses, and commerce of Firearms within its own boundaries – so as to promote public safety, personal safety, safe recreational and sporting uses of Firearms. State Firearm regulations are to supplement, and not negate Federal Firearm laws and regulations.

Each State and the District of Columbia shall accommodate the safe and efficient transport of Firearms within and through its borders. The safe, lawful and appropriate activities of the United States Military and United States Law Enforcement shall not be infringed by any State and District of Columbia regulation governing Firearms.

The Spirit of the preamble to the United States Constitution is recognized.

This Amendment shall be operative 1 year after being ratified by the legislatures of three-fourths of the several States.’

Voter/Donor Support Statement

By donating to the “More Perfect” Project I affirm my ability, preference, and intention to vote for State and Federal legislature candidates who take the ‘Pledge’ to amend the United States Constitution as proposed by the “More Perfect” Project.
