Section 1: The Goal of the “More Perfect” Project
The goal of the “More Perfect” Project is to amend the United States Constitution so that State Governments may regulate “Arms” to lessen Gun and Firearm violence in our country as follows:
‘Notwithstanding the words “the right of the people to keep and bear Arms, shall not be infringed” in Amendment II of the United States Constitution; Notwithstanding the Power of Congress to regulate Commerce in Article I, Section 8 of the United States Constitution; The States and the District of Columbia may regulate the ownership, uses, and commerce of Firearms within its own boundaries – so as to promote public safety, personal safety, safe recreational and sporting uses of Firearms. State Firearm regulations are to supplement, and not negate Federal Firearm laws and regulations.
Each State and the District of Columbia shall accommodate the safe and efficient transport of Firearms within and through its borders. The safe, lawful and appropriate activities of the United States Military and United States Law Enforcement shall not be infringed by any State and District of Columbia regulation governing Firearms.
The Spirit of the preamble to the United States Constitution is recognized.
This Amendment shall be operative 1 year after being ratified by the legislatures of three-fourths of the several States.’ ***

An initial task of the “More Perfect” Project is to consult with legal experts and others, to settle on the exact wording of the text of the proposed amendment. Granting authority to the States to regulate guns and firearms is core to the proposed amendment, and must be retained. The exact wording of the proposed amendment is critical for at least 2 reasons.
(1) It will take 2/3rds of the United States House of Representatives (291 votes) and 2/3rds of the United States Senate (67 votes) to advance this proposed amendment so that the Legislatures of 38 States (thousands of legislator votes) can vote to complete the mission of the “More Perfect” Project. To avoid practical arguments and nit-picking that would hamper the amendment’s passage, it is critical that the exact wording of the amendment be optimal.
2) Sole funding for the “More Perfect” Project will come from millions of recurring $2 monthly donations. Each donation is meant to show the willingness of the donor to vote for a candidate running for Legislative office who pledges support for the proposed amendment. The donations may also show the unwillingness of donors to vote for a candidate running for Legislative office who does not support the proposed amendment. The preference of each donor/voter will be validated each month with the recurring $2 donations. Because the text of the proposed amendment is meant to attract the ongoing support of millions of voters, it is critical that the exact wording of the text presents a clear picture to a large and diverse voting public.
